On April 18, the next step in the sign code process for Oceanside, Calif. took place and ISA was there. Many stakeholders testified at the public hearing with support and opposition evenly split. Despite active opposition from prominent anti-sign organizations like “Dark Skies,” measures such as four-second change rates from EMCs moved forward and efforts to turn off electronic signs from 11:30 p.m. to 6:00 a.m. were defeated. ISA’s James Carpentier testified on these issues and others on behalf of the on-premise sign industry, including measures regarding more generous use of different kinds of temporary signs. The City Council vote was 4-1 in favor of the more reasonable sign code language and the amended code will be in effect 30 days after May 2, which is when the second reading will take place.
