Community Becomes Latest to Adopt Industry’s EMC’s Recommendations
No one understands electronic message centers as well as the sign and visual communications industry. Sometimes this expertise can be overlooked when communities try to regulate EMCs. But increasingly, communities are looking to sign industry experts to assist as they craft EMC regulations.
Recently, the York County, Va., Board of Supervisors adopted Ordinance 15-8 with EMC brightness standards taken directly from ISA’s Recommended Night-time Brightness Levels for On-Premise EMCs.
The county regulations set brightness at 0.3 foot-candles above ambient lighting levels, which is in line with the publication. In the accompanying Memorandum, county staff specifically noted the research conducted by ISA as a basis for the proposed regulations.
ISA’s Manager of State & Local Affairs Kenny Peskin (@signcodeguy) attended the July 21 public hearing to assist county staff and answer any additional technical questions raised by the Supervisors. Additional industry support was provided by the Virginia Sign Association and Daktronics’ Signage Legislation staff.
York County, Va., becomes the latest community to use the publication in whole or in part to develop EMC brightness regulations. The standards, developed by noted lighting expert Dr. Ian Lewin, have positively influenced EMC sign codes in more than 150 communities throughout the United States.
