UL Committees

ISA has helped shape UL 48 for decades, ensuring the standards support safe and innovative sign design. This is done through the work of volunteers who serve in a variety of capacities:

UL 48 TECHNICAL COMMITTEE

While Underwriters Laboratories publishes the UL 48 Standard, its content is shaped by a Technical Committee (TC) made up of experts from across the electric sign industry.

Changes to UL 48 and related standards like UL 879A must be approved by the UL 48 Standards Technical Committee before they’re published.

TC members represent nine stakeholder groups, including manufacturers, testing labs, regulators, consumers, and government agencies. As of August 2025, the panel includes 21 voting members—only one from UL itself. Seven members represent sign companies or component manufacturers.

 UL Sign Industry Business Panel (ULSIBP)

In 2008, ISA and other sign industry groups partnered with UL to form the UL Sign Industry Business Panel (ULSIBP)—a working group focused on improving UL certification processes and addressing industry concerns.

Since then, ISA has met regularly with UL’s Lighting and Field Services teams to keep standards aligned with real-world needs.

ULSIBP Mission
The panel promotes open communication between UL and North American sign associations (ISA, WSA) to:

  • Keep standards and certifications up to date
  • Ensure consistent application across the industry
  • Deliver value through education and collaboration

ISA Electrical Codes & Standards Forum

Each year at the ISA International Sign Expo, ISA hosts the industry’s largest forum on electric sign standards.

Experts from ISA, UL, and the International Association of Electrical Inspectors come together to:

  • Review new code requirements
  • Discuss how standards apply in manufacturing and installation
  • Advocate for practical, industry-friendly interpretations
