Hard-Fought Victory in Jacksonville, Fla.

On Tuesday, the City Council in Jacksonville, Fla., voted 14-5 to clarify the definitions concerning electronic signs and allow on-premise EMCs to operate with an eight-second hold time and scrolling. This vote was the culmination of a multiyear process to establish clear regulations in place of an earlier, unenforceable policy that may have allowed signs to change without restriction or only once every three minutes. Sign industry advocacy had defeated earlier legislation that proposed establishing a three-minute message interval. Local efforts from the on-premise sign community were coordinated by Albert Fitzgerald of Brite Lite Signs and Randy Taylor of Taylor Sign & Design, with ISA’s Kenny Peskin traveling to Jacksonville for four major hearings and workshops.
