Colorado Springs, Colo., recently updated sign code provisions which expanded the use of electronic message centers.
The revised sign code, which will take effect July 1, now allows EMCs for industrial, office, and medical facilities as well as in civic uses. Churches are now included as well. Previously, EMCs were limited to commercial areas.
ISA’s James Carpentier visited Colorado Springs twice to work with local officials on this update, sharing model language and technical guidance on brightness, hold times, and permitting standards. Meanwhile, local Colorado Sign Association members also encouraged city staff to allow increased use of these innovative types of signs.
In addition to the EMC changes, the new code—which passed city council unanimously—provides a better review and permitting process, including defining permit review criteria. The code also reflects changes in technology, design practices and materials such as advancements in digital programmable displays, new construction methods, and lighting efficiency
“This collaborative effort shows how national and local expertise can help communities update their codes for the benefit for more of their stakeholders,” said Carpentier.
