After Two Years, EMC Regulations Adjusted

In conjunction with an entire update of the Apache Junction Zoning Regulations, City Council approved new EMC regulations. ISA’s James Carpentier has been working with the planning staff since 2012 to assist in the creation of reasonable EMC regulations. The previous zoning ordinance did not regulate or allow for EMCs.

Originally the city proposed regulations for EMCs that included a NITs approach that included 10,000 NITs during the day and 1,000 NITs at night. The proposed regulations would have EMC brightness levels at night that exceeds the ISA recommendations and would have been difficult to enforce. Working with the city staff Mr. Carpentier demonstrated the efficacy of the ISA .3 foot-candle approach and the Planning Commission and Council agreed.

The Council approved regulations includes the following additional standards.

  • 50% of the allowable freestanding sign may be an EMC
  • The allowable change rate for messages is 5 seconds for static images
  • Transitions are allowed to dissolve, fade, travel or similar effects with a one second transition duration between messages,
  • The EMC shall be incorporated into a decorative monument base.
